The Bayelsa State Government is pleased to announce the launching of Phase four (4) of the Governor Douye Diri Skills Acquisition and Empowerment Programme, This program will create opportunities for youths to acquire vocational and digital skills. The initiative is designed to reduce the rate of unemployment, promote entrepreneurship, and promote human capital development in Bayelsa State.

The registration is scheduled to begin on Monday 2nd March, 2026, thousands of young people are expected to participate in the programme in all eight Local Government Areas.l

Overview of the Bayelsa Skills Acquisition Programme Phase 4

The Governor Diri Skills Programme is an important empowerment initiative focused on equipping Bayelsa youths with employable and entrepreneurial skills. According to the State Coordinator, Charity Kens-Godwin, the Phase 4 recruitment exercise will be community based meaning the registration will be at the grassroot level to ensure accessibility for both urban and rural residents.

Unlike previous centralized registrations, this phase will take place directly at Local Government Area headquarters, allowing everyone to get involved easier and reducing logistical challenges for applicants.

Registration Dates and Centres by Local Government Area

Registration of applicants will be at their respective LGA headquarters on the scheduled date below:

Yenagoa LGA – Monday 2nd March, 2026.

Kolokuma/Opokuma (KOLGA) – Tuesday 3rd March, 2026.

Sagbama LGA – Wednesday, March 4, 2026.

Brass LGA – Thursday 5th March, 2026.

Southern Ijaw LGA – Monday 9th March, 2026.

Ekeremor LGA – Tuesday 10th March, 2026.

Ogbia LGA – Wednesday 11th March, 2026.

Nembe LGA – Thursday 12th March, 2026.

Community Based Approach Registration to Ensure Fairness

The state government has partnered with the following community groups to promote transparency, fairness and inclusiveness in the registration process:

These skills are highly valuable and demanding in the current global digital economy and will create a source of remote income opportunities to the beneficiaries.

2. Vocational and Entrepreneurial Skills

Applicants can also choose from income generating vocational trades such as:

• Fashion Design
• Phone Repair
• Catering and Food Processing
• Makeup and Cosmetology
• Acrylic Nails and Eyelash Installation.
• Shoe Production
• Barbing
• Soap and Detergent Production
• Paint Production

These skills enable participants to start their own businesses after training.
Technical and Agricultural Skills

The programme also includes specialized technical and agricultural training:

• Solar Installation

Important Warning for Previous Beneficiaries

The Bayelsa State Government has issued a strict warning:

Anyone who has benefited from previous phases and received starter packs is NOT eligible to apply again. be warned!

The State Government has warned that defaulters who attempt to re-register will face:

• Legal penalties
